Hesitation...stalling...low fuel pressure...what to check??

Within the past few days my car has been running a bit weird...
Today it stalled twice, once in stop and go traffic, and once at a stop light. When I went to take off from another light the car hesitated for a few seconds then took off.

I pulled the vacuum line of my pressure regulator and the gauge is only at 40 PSI - the regulator is all the way up too. the previous owner said it should be around 45-47 psi. He also ended up replacing the fuel pump a couple years ago, but I am thinking that it still might be the problem? Without dropping the tank, what can I do to check to see if the pump is working properly? Or which wires should I check w/ a voltmeter that lead to the pump (I remember some connector going to the tank)....what readings should i expect??

On another somewhat related note... my fuel gauge inside the car has been acting like crap lately. When i stop hard it will get pegged on E, and will return to normal after a few minutes. Also, even when i fill up w/ a full tank the thing only goes to a bit higher than 3/4. Is it the sending unit in the tank?? Any way to check that w/o dropping the tank too..??

Look for kinked/crushed fuel lines, clogged fuel filter, etc. If you can't get the pressure to at least 50psi at the rail you have a fuel pump problem. You can test the sender with an ohmeter without dropping the tank. It should read 0 ohms full & about 150-180 empty. Check it at the connector just forward of the tank.
