runnin rich

my problem is that my car runs very rich...i reaplced the o2 sensor because i had a code 45 i resetted the code and it still runs rich....when i go to wot for about 10 seconds (1st 2nd and part of 3rd) and when i let off and come to a stop it wont run for crap...it barley idles (400 or less) and when i stped on the gas the hesistation is unbeleiveable...if i take off like i normally do it take less thena second to get the car moving but when its actin up its more like 5 sconds to get it going..
when its doing this it sounds like it has a real nasty cam in it (lots of duration)..and when i floor it to 4,000 and let off it will stop doing it and idle glass smooth....that tells me there was/is sumtin up with the o2..so i replaced it and still does it....
could the cap rotor wires and plugs be causing this??...its the only thing that will make the car run that i havent replaced......
when im in 3rd gear or n e gear for that matter and crusing it at lets say 3,000 i can hear little pops thats because of the plugs and cap/rotor.....let me know what u guys think....

update

well i was looking about under the hood today and i noticed that the vacuum line going to the fuel pressure regulater to the plenum was off and had a screw in the end that goes to the regulator...it seems that when i got my car fixed they broke the little nipple on the end of the regulator and just sealed the vacuu, leak and didnt tell me....i got some jb weld so im gonna "weld" on a peice of brank line to the end of it and reattach the vacuum hose....but im gonna do it later because its to damn hot right now...(102 with the heat index)....ill tel you guys know it if solves this
