O2 sensor problems, possible ecm failure ?

O2 sensor problems, possible ecm failure ?

I just grabbed a new O2 sensor at AutoZone, since I was having problems with the one currently in my '91 RS 305 TBI (which is only 6 months old). I'm getting a code 13 anytime I'm at a constant cruise. WinALDL reports the O2 voltage at the ECM to be .451 ALL the time, except once in a blue moon it goes up or down .01V or so. So I put in a new O2 just to be certain, and I'm getting the same results. I tested the O2 wire from the ECM to the socket with an ohmmeter, and I was seeing resistence on the wire so that seems to be OK. Could my ECM be failing ?

Haynes (for what it's worth) also suggests checking the TPS when a code 13 is thrown.
