Bored-over Block Question

I have a 305 block that is bored .060 over.........

I am going to have a hard time passing emissions because of this?????

just asking cause i went to a car show today and this old guy was giving me crap... i told him i jus put the motor in and its .060 over...and he said im going to have a hard time passing emissions like that
