Does a steel wheel insert push the wheel out further?

I have a chance to get a good deal on 4 17x9 snypers, but with a 5" bolt pattern. I know our cars take a 4.75" pattern and the person said that he would have it modified to 4.75" and add steel wheel inserts for reinforcement.

I didnt get to ask him if these wheel inserts push the wheels out any further and if so how much further. I think here in pa they cant leave the firewall and I didnt know how far the 17x9 snypers where out to begin with. Thanks.
