Porting is always good, I've heard LT1 heads respond well to it. I'd have them professionally ported along with the intake if you can. You could also have larger valves installed while they're off, and put some roller rockers on when you reinstall them.

Another thing you could do is put a larger cam in there - although it may hurt your gas mileage. You should try searching an LT1 board and see what mods they've been happy with for around your budget.

Deep porting, short side work, larger valves and opened bowls, port matched intake, larger exhaust, and a Comp cam (or two, in my case) with springs and lightweight retainers didn't hurt my highway mileage a bit, and gave me a lot more pull to a lot more RPM. I thought the low RPM torque would suffer a bit more than it did, but was pleasantly surprised.

Of course, if you go that far you should plan on a new OptiSpark Rotor and cover just to make sure you aren't sorry later. While you're on the heads, you'll also need to change the rocker studs and hard shim under the valve springs for wear resistance. Your guides should already be sized for Teflon seals.
