hydrocarbons is incomplete combustion
EGR really has nothing to do with this
EGR is used to regulate oxides of nitrogen (NOx)
the catylitic converter.....partly

A vacuum leak making one cyl "miss" intermittently at idle.
Unburned fuel from a "miss" can make HC levels be high.
A small vacuum leak would not be noticeable at higher rpms.
Leaking\dirty fuel injector(s) would make idle too rich.
