Dumb question - 23* heads?

Can anyone explain what 23 degree heads are? What angle is 23 degrees?

The 23* refers to the valve angle.
Stock heads are 23 deg too.
Other aftermarket heads are 18*, 15deg or less.
This requires a higher port but the valve is more unshrouded
and the combustion chamber is shallower. (easier to get a high cr with less or no piston dome.

A 18 deg head (or less) may require some addition piston valve relief
machining or "18 deg pistons". Have to allow for that in your budget.

Along with special valvetrain, intake and exhaust manifolds!
