help with friend's car

my friend has a '93 dodge daytona and he's been having problems with it. when he's driving around, if he gets up around 5k rpm's, and backs off the throttle, the engine still sounds like it's revving and the rpm's go down really slow (i was in the car with him when it happened once, and that's the best way i can describe it). his dad also says that from listening to it from the outside of the car, it sounds like the muffler is making a weird sound (i didn't personally here that one, because i was in the car).

he asked me what i thought it was, and i said it sounded like a clogged cat. does my guess sound right, or could there be another problem?
