fan won't go on

Car: 90 T/A GTA
Engine: 350 tpi
Transmission: 700r4
fan won't go on
when the car is running the fan won't go on. so when i am on the street the car heats up. but if i turn the car off and switch it to start the fan will go on. any suggestions?

check the relays? only thing i could think of since the fan motor is obviously intact if it turns on when the car is off and ignition on
