Code diagnosis and the Fan/shift light comes on, Is this normal???

Hey all, when I put a paperclip across pins A and B of the diagnostic port under the dash, to check for trouble codes, the cooling fan under the hood comes on and the ^UPSHIFT light comes on. This is with the key on, but the car isn't running. The decoding portion works fine, or at least it seems to, 1_2___1_2___1_2, then the codes set, etc.The fan and light stay on until the decoding is done, I turn the key off and remove the paperclip. Afterward, with the key on, all is normal, and when the car is running, all is OK there too.

Is this normal, or do I have a problem??

I know that in my car, my fan turns on when checking codes. No upshift light but I'm an auto.
