Overheating on the highway?

Ok, I just got the car and seem to be finding a new problem everday, but heres my new headache...

when it's at idle it stays cool, about 180 or so.

when I drive on the highway at a steady speed like 70 or so the temp gauge slowly climbs,
the highest I let it go was 240 and it spit out a little water, it will do it everytime ,

what do you think would cause this?

just so you know....
the fan runs all the time, I just put a new thermostat in, the lower radiator hose isn't collapsing, and its a new radiator

the base timing is 12 degrees, advance (? whatever the computer is doing) , it bogs at WOT at higher rpms 4500 just before shifting out, and it sounds like spark knock at WOT...

Do you have an air dam?(a flap of plastic protruding downward from below your radiator) Are both fans coming on when it gets this hot?

I don`t have a pic but it should be directly under the radiator about 3ft wide by 18inches tall if it is still intact it may be folding up at speed (mine did) I fixed mine by drilling 3 sets of two holes across the airdam then running small guage steel wire between the front airdam and the metal bumper reinforcement.
