Stupid Timing Question

I have an 85 Berlinetta with the lg4 carbureted engine. I failed MO emissions badly. HCs should be .8 tested 4.6 and CO should be 15.0, tested 130.0. I put on the new AIR pipe to the Converter (it was missing!) and tried to adjust the timing. The tag under the hood says set at 0 degrees, with the 4 wire connector unplugged.

Does 0 degrees sound right? Now the car shudders at take off and then clears out after a couple of seconds. Before it was set by sound and it ran great. It will be moved if I ever pass emissions.

Any help appreciated.

0 is correct, runs like $hit, but correct (by emmisions standards).
