timing and fouling
i recently got an edelbrock 1406, and i changed the plugs when i put it in. it idled perfectly at about 950rpm and 650 in gear. i've noticed that the idle has gotten a little rough so i pulled a few plugs. i cleaned them aff and leaned out the idle mixture screws. when its idling the plugs remain perfectly clean. it is when i rev it up past about 3000 that they get fouled. I am wondering if it an adjustment with the carburetor or the timing? it still has the cc distributer because i havn't been able to get a vacume advance one yet and i don't drive it on the road much. would this affect the plugs? i don't have a timing light so i usualy set it by ear. it idles good in about a 10* range so i set in that range.
if i change the jetting i'l probably go 6% leaner on both the cruise and power mode. does this sound good?

so the timing has a lot to do with fouling? should i set the timing as far advanced as i can set it without it running rough for now untill i can get a vacume advance? i'm not driving it on the road hardly right now.

You could try it, but advancing your static timing that far will probably be hard on your starter. You really should get the right distributor as soon as possible. It's not even the missing vacuum advance that's causing you the problem, but the centrifugal advance.
