1991 Corsica 2.2 TBI
Requires excessive cranking to get started, injector doesn't seem to be spraying while cranking at first. If you spray starter fluid into top of carb it finally starts and the injector starts to spray. Will sometimes idle rough and stall. New problem, today when I started the car it makes a shrieking sound at lower rpm and when the wheel is turned to one or the other extreme the belt and pulleys lock up and shrieks even worse. I was told to check the fuel pump relay for the first problem, but was curious about the shrieking sound beings it just started. BTW, the belt is also very loose. I haven't had time to really loook at the car so it's not neglect, just no time. Just got the car last weekend.

check the fuel relay cause it probably works like the camaro's where once oil pressure build it bypasses the relay and kicks fuel through. Sounds like you need a new tensioner also. That would be why the belt is really loose. Get a new belt while your at it just to be on the safe side. Good luck and that should fix those problems.

Would the tensioner and belt being loose cause the pulleys to quit spinning when the wheel is turned all the way right or left? I figured the belt needs replaced since it looks worn. I'll check the relay tomorrow, hopefully that's the problem. Just the whole belt thing now. I'll post any progress or unprogress.

Wheel cranked all the way to lock = max load on PS pump
Max load on PS pump = max load on belt
So yes, a bad tensioner, which results in a loose belt, could easily result in the belt getting stopped by the PS pump when you do that. Of course that also accounts for the shrieking noise.
Get a new belt for sure, because only a couple of times of that will fry a belt. If the tensioner still has tension, then it's OK; but if it's real easy to move, then it needs to be replaced too.
The starting problem is almost certainly the FP relay; without it, the pump would get no power when the key is turned on, but after it has spun enough to build up some oil pressure, the pump would then get power.
