Well, no reason not to do it if nothing works anyway (like mine) and it can make working in the engine compartment alot less frustrating with all the hoses and wires and junk like that around.
I would start by getting some little caps with the same thread size as the AIR lines going into the exhaust have, then use a wrench to twist them out. Then just put the caps in.

How much faster is a car with the smog equipment ripped off when it's sitting in the impound lot, than it is with teh smog equipment still installed when it's on the road driving around?

The EGR doesn't "take" and HP, and can actually "add" it by allowing more advanced timing before the knock sensor and EST takes over.
The PCV certainly doesn't cost anything to operate, and unless you like changing you oil every week (or sludging up your engine) then I'd leave it alone.
The EVAP system is TOTALLY passive, and doesn't add or cost any engine power - NONE!
The cat converter isn't a problem unless it is restricted, in which case you need a new, high-flow cat, not a straight pipe.
That's about all I can think of under the heading ot "emissions controls". If you really want to free up some power, remove the PS pump. It takes a couple of HP when you're turning. Or, better yet, change to synthetic engine lubricant instead of mineral oil. You'll get 5-7 free HP by that alone. Change the transmission and rear axle over to synthetic and gain a total of over 10 HP.
Don't EVEN get me started on underdrives....
