Are rockers supposed to...

...wiggle around?

I readjusted my valves by tightening until the pushrod didn't spin then 1/4 turn more...but my #1 exhaust rocker wiggles around if I try to shake it. It's the only one that does this, so I readjusted it 3 times, still shakes around a bit. Should I go 1/4 turn more or is this normal?

They should all act the same when on the same part of the cam. Try bumping the engine over and see if it acts differently with some pressure on it. I normally go half a turn past zero lash. If I were you I'd go another quarter turn on each.

You are setting each one when the lifter is fully down(zero lift, valve closed), right?

Yeah, I'm setting them with both valves on each cylinder closed.
