Serpentine belt tightness
I Took off my smog pump and got too new belts 94.5 and 95.2 (only belts that were close) and the 94.5 Maxed out the tentioner and the 95.2 is just before the first mark on the scale

"The belt is stretched and needs to be replaced when the indicator marks reaches the limit of clockwise travel."
So a new belt should start with the indicator mark on the tensioner moved as far counter clockwise as possible to the indicator on the passenger side of the car. When the belt is worn out the indicator mark will rotate clockwise and point to the driver side mark.
