The seatbelt recall just replaces the latch assembly. The problems were that some would get brittle and parts would break, jamming the latch, and/or the red button would fade and turn pink. Just go to your local Chevy dealer and they can check your VIN to see if it has been done yet...

I took my car to the local Chevy dealership right after I got my car about that seatbeat recall and they ran the VIN and said that my car wasn't recalled about it. My buckles are all pink and stuff too. They said they couldn't do it for free and it would cost me money if I wanted it fixed so I said f that. They work fine so I wasn't gonna pay them to fix it.

I've come to realize that I'm gonna have this car till it pukes for good, b/c I'll never be able to bring myself to sell it.

IF I recall correctly, federal law prohibits limits on the time for recalls. If the manufacturer does not have the parts available to make necessary repairs, there is a contingency whereby they must compensate you or install a suitable replacement.
Go to the web site for NHTSB.gov and check out the explanation.

OOPS! My bad...
It appears that recalls for safety related items are valid for a period of eight years from the date of issuance or sale date of the vehicle to the original owner.
I'd fix them anyway.

i have had this done to the last three 3rd gen i have owned, they were all done no cost, the buttons were red on two, but black on my new one because the originals were black. and the recall was on all of them if i am not mistaken. i would check again if the dealer said that your car was not included in the recall.
check it out
check it out
I had it done to my car last Christmass, they replaced the entire bottem half of the seat belt (not the shoulder strap) on the front seats and the button and the innards on the back seats. They even used the correct color belts. It was free but it took a while for them to order the parts.

the only way it will get done for free for you is if you have the recall letter from gm. the capablities only goes back to 90 to check whether or not your car has had the recall done. the latch assembly is replaced in the recall unless it is broken or an 84 or older it replaces the whole latch side of the seat belt.
Since were on this question, does anybody out there know if I can purchase a seatbelt assembly other than the dealer for a 91 Z28 convertible drivers side? It seems that the recoil spring broke for my shoulder strap portion of the seatbelt. I thought about buying a spring assembly from a junkyard, but I am not sure if I can find the same assembly for a convertible or if the hardtop has the same assembly as a convertible?
My latch broke on me a few months ago but i was unaware that there was a recall on this issue so i ordered the piece myself and put it in. it cost me about $50 i think but i got it for a discount because my workplace has an accoint w/ the dealer i went to. anyway i doubt it would have been fixed by the dealer if i brought it to them as my car is an 85. I am very interested in the recoil mechanism though, because the pass. side broke on my car and im assuming its just a matter of time before the driver side goes, because i know there was a recall on that.....

Well I went there and they told me that there was no "open campains" on my car. I aksed what does that mean and they told that if it had not been done to my car there wold have been an "open campain" on it... I think there are full of it cause I can tell by looking at them that they are the original buckels.....oh well

just to point it out, no open campains mean the even the old campains have closed out. the campains have a time limit on them. this is to prevent guys with old cars having parts replaced that would have worn out anyway. it's the customers fault for not replacing them when they got the first letter on it.
