ECM Terminal for EGR Selonoid

OK fella's help me with this brain buster.I get a code 32 (EGR Soliniod short circuit)Well I check the seliniod and its good,EGR valve is good,5 volts to hot wire for seliniod checks good,continuity check on all wires is good.Here's were it goes bad.Like I said everything checks out till you get to the prong that the EGR soliniod ground wire plugs into the ECM,here I get nothing.Now the way I understand it is the ECM sends current to the seliniod to tell it to stop the suction to the valve,ok,when you reach approximately 2000 rpm it quits giving that current in turn seliniod opens lets suction through and EGR valve then opens.Right.OK so why does the ground for this have to be at the ECM.When I ground it elsewhere(because ground at ECM is screwed apparently)it closes the seliniod like it should.But apparently it doesnt open when it should because yet agian I get good ole code 32.Any idea's my fellow problem solvers.Agian thanks to all of you that can give insight,I'm running out of hair of my own to pull.Thanks

Does the 92 RS have a EGR Temp. Diagnostic Switch at the EGR valve?
If it does it could be bad, that's what mine did once.

You'll find it a common misconception that the ECM supplies power to turn stuff on and off. In many many cases there is a constant voltage supplied (yes, by the ECM, but to many different devices/sensors) and then the ECM either supplies or removes the ground side to work the device.

Ask me no further questions. I have no more answers. That's just how GM decided to do it. I'm sure there are good reasons for this but I don't know them- I'm not an electrical engineer.
