IROC,

The idle should be 600 RPM in DRIVE on an automatic, 700-750 on a manual. The ECM should be controlling idle mixture and throttle angle to maintain a target speed, unless someone has altered the base idle position of the throttle plates or adjusted the idle speed control linkage.

The E4ME has a mixture control adjustment and idle air bleed valve to set curb idle, and an idle speed control stepper to adjust throttle angle. If the carburetor is clean and functioning properly, the ECM should maintain the target idle.
