Very quick (I think) Distributor piece question please

I need to know what this piece's function is inside the dist. Couldnt find anything on it. Its from an '87 with ESC. It rotates a few degrees back and forth, but seemingly without any outside force? IE, you can turn it with your hands, but I cannot figure out what it does or how it works. Can someone please explain this to me, as I took apart the dist this afternoon and replaced the pickup coil and ICM. I was kind of wondering if there is any special way it goes on, but it doesnt appear so.

Also, is there any certain voltage the pickup coil should generate when tapped into a multimeter and when the shaft is spinning?

All help appreciated.
