both fans run when reading codes

On my1988 IROC 5.7 I need to short 5 & 6 on the diagnostic port to read the error codes. That works fine, but whenever I do that, both fans run. I haven't seen any mention of this anywhere, and I doubt that it's supposed to be happening. Any ideas? Thanks-

You must be counting numbers from left to right on the top of the ALDL? Anyways, if you're shorting the two correct pins (commonly referred to as A and B..far upper right two pins) then both fans should run.

P.S.
