Diverter Valve
Air seems to be going to the exhaust ports at all times and I am having popping in the exhaust when the car, an LG4 85 IROC, is cold. The fumes are eye-watering whether the car is hot or cold. Bad diverter?

The diverter valve sends hot air to the catalytic converter to help it warm up faster and burn off hydrocarbons in your exahaust. Don't think that would be your problem.
I would check maybe the O2 sensor.

I had a bad divertor vlv too. What a piece of plastic junk. Unless you want a new one from the dealer, at, as I recall in the neighborhood of 140 bucks...
Scour the junkyards and hope one of those actually work. I got rid of mine altogether and hosed mine from the air pump straight to the CAT. Sure, it doesn't burn off those pesky extra hydrocarbons when its cold by blowing air into the manifolds anymore, so I don't take the car thru emissions testing when the engine's cold.
Of course, if you have a visual inspection........
