Tune-Up Sequence

According to Ben Watson in Motorbooks "How to Tune and Modify Chevrolet Fuel Injection" the correct sequence to tune the TPI would be

Replace spark plugs
Replace air filter
Replace fuel filter
Inspect distributor cap
Inspect distributor rotor
Test plug wires
Check or set initial timing
Check for timing advance
Clean the MAF sensor
Clean throttle body coking
Check/adjust minimum air
Adjust TPS
Check air-fuel ratio control

Remember that for the TPI cleaning, you should not use carburetor cleaner. Also, the wire routing for the number 8 and 4, and 5 and 7 wire are special to prevent cross firing.

The book recommnds cleaning the coking from the MAF sensing element with a spray can of color-television tuner cleaner.

You can check air-fuel ratio by jumping A and B in the ALCL. When the engine is thoroughly warmed up the check engine light will flash on and off again every other second if correct. If on more than off, rich. If off more than on, lean.

What is the special way to route the plug wires?

Plug Wire Routing

I wish I knew how to add a picture. There is a great sketch in the parts catalog.
For 5 and 7, route the 5 wire high and forward as if it was going to the number 3 cylinder. Then route it back to the number 5 on the inboard side of the wire to number 3.
For 4 and 8, I have not seen a good sketch, but just try to keep these two sets apart as much as you can.
The reason is that they are next to each other on the distributor and in the firing order and that makes it easy and "natural" to route them next to each other.

The wires should cross paths a couple of times to help cancel out the effects of inductive firing. Chryslers used to suffer that phenomenon a lot, and instentionally routed their solid wires at 90° angles to cancel inductive firing. They were still slow.
