where should my a/f ratio be??

Hey guys I just put an air/fuel ratio guage in my car. I know my cars way out of tune cause i was just turnin the screws yesterday messin with it but i had to drive sumwhere with it like that be4 i coudl tune it and I noticed that at idle the first 2 rich bars light up and driving its like the maybe 3rd of 4th bar that lights up in rich. But if I let off the gas in gear while driving it will go to lean or jump back and forth. Now my question to u is: At idle should it be in the lean about 1 bar? And when driving where should it be? I know full throttle should go all the way rich correct? thanks guys

Ideally, 14.7:1 (14.7 parts air for 1 part fuel)

But it does not have to be exact, just something in the area.
