Is it normal for the air filter to reak of gas?

I took off the air cleaner lid the other day to see if it was dirty, and the thing smelled like gas. I took it off the next day same thing. I'm not sure what its called but the little foamlike filter thing in in the air cleaner seems like it is filled with oil. Is this normal?

THe only time that I could smell gas coming from the air cleaner was when my carb used to get real hot and boil off the gas inside it. Are you a TBI car or carb?

the oil on the pad is normal, it is a filter for the pcv valve. if its bad it should be replaced
