1989 Camaro Iroc won't turn over

I bought a 1989 camaro iroc 305 5.0l. It sat for 4 years. I went through and replaced plug wires, new gas, air filter, oil, oil filter. Installed a brand new battery. I have a brand new distributor, rotor and coil. I go to start the car and it doesn't turn over. Headlights come on, gauges flutter, just won't turn over. The starter got tested, it does work. I have no idea what it could be. HELP PLEASE

Re: 1989 Camaro Iroc won't turn over

check you ignition tumbler. when you turn the key all the way forward with out trying to start it, look at your warning lights on your dash and see if the "security" light is on. if it is on then one of (or both) wires in your tumbler is broken and it wont close the "VATS" loop to allow it to start. you will either need to splice the wires back together or get a new tumbler. those two wires read the resistance in the chip thats in your key and it cant read it if the wires are broken. my car did the same thing.
