Speedometer problems, NEED HELP!!

Allright, i got a slightly major problem...I got an '87 Formula from my cousin...He was harder than hell on that car and it had/has many problems...Steering column was broken, i have it replaced with a column from an '84 Camaro... He dont have any clue why half the crap on it dont work....

NOW, for my problem -- Speedometer doesnt work....
I thought it mighta been the Vehicle Speed Sensor...Wasn't, paid the 63 bux for no reason...Didnt do spit. The Check Engine light is on fulltime, i dont know why yet but i have a friend who's going to throw it on the scan tool asap (sometime later this week). I've already pulled the cluster out and cleaned the connections..All the other gauges work just dandy, though every now and again the tach will jump up 500ish rpm, yet return to w/e reading it was at instantaniously. SO if ya'll got any ideas, i'd greatly appriciate them.

I believe the speedo on that car is cable driven. Remove the cable at the trans and inspect it, see if it turns freely. If it does, hook up a cordless drill to the cable and spin it counterclockwise and see if the speedo works. If it does, then you have a bad speedometer gear inside the trans.

If that car is electric speedo (I forget which year they switched to electric) check the connection going to the speed sensor (located in the same spot where the cable would go in to the transmission, if all appears well, remove the speed sensor and inspect it and the reluctor ring. Hope that helps.

Yea, my car has the electronic VSS...Wish i had the simple cable driven speedo but eh its all good...im not sure what to think about it anymore because last night i pulled the paper-clip-trick to find out why my Check Engine light is on and come to find out the codes i threw, 23, 24, and 45 would be the MAT, VSS, and runnin rich (respectivly).. SO if you've any ideas they'd be much appriciated... Also, do you think that the new VSS i got could've possibly been a dud???
Thanks for the ideas anyway.
