odd engine trouble??

ok, i replaced my head gaskets, the car wasnt run in about 3 months, been driving for the last week, put about 500 or so miles on it, all tuned up with new everything, yet i have no power, and even less when its warmed up, what could this be? its throwing no trouble codes, gets about 8 miles to the gallon, runs basically like crap, after its warmed up, i can barely get down the road, and if i give it full throttle, it doesnt get much higher in rpms, just kinda bogs down, and takes nearly full throttle to get it to downshift doing around 40 and 45. The timing is dead on, ive done lots of engine work on this car in the past, so I know i put it all back together right. if it helps, my power decreased by7 about 50% 2 nights ago when i drove through a big puddle, yet all my ignitiion is fine. Please help me guys.

StormR,

Did all that "new everything" include an oxygen sensor?
