Start with the exhaust. I have my flows in the mail as I type this.
K&N airfilters and go with a tpi airfoil if you are a tpi car. Custom chips are always good too and not too expensive.

i have doen the MSD 6A + accell coil slp airfoil, ported the intake plenum, k&n and the thermostat and fan switches
now bigest gain i noticed was when i did the 6A and the coil. it had mutch more response and pulled harder past 3K. now that cost me about 200 bucks all togeather (did wires cap and rotor too)
next big inmrovement was the ported plenum. gave a little more throttle response.
as for upping th ehorsepower well i dont know but lemme tell ya i **** on my dad's 88 TA with the same engine and a 3.08:1 rear (mine is 2.73:1).
k&N realy no inprovement just a good reusable filter, airfoil made it pull a little smoother thats about it.
now when everyone said the exaust was a huge restriction i think they didnot bean from the cat back (although a good system will help) i think it was directed more tward the manifolds. they are the most restrictive i have ever seen and everyone who changes them to the emissions legal headers says there is a huge inprovement.
the only bad part is the price if you want to stay 50 state legal. edelbrock and hooker make a set for around $$350 and from what i have heard SLP's set is stainless steel and cousts upwards of $$500. i personaly am gonna get the hooker ones come this summer.

now i see your new to the board, look around and read asmany posts as you can, you will learn alot about these cars as i have (knew nothing when i made my first post witch was similar to yours).
and if your not to sure of yourself when it comes to working on these cars, (dont take as an insult, i donot know your level of knolege with cars) do a real good tuneup
plugs,coolant,hoses,oil/filter, cap+rotor, ignition wires, pcv valve, fuel filter.
