Engine wont crank intermitently

My sister has a 1994 Camaro coupe, from time to time when the key is turned in the ignition to start the engine, nothing happens, its like the battery was unhooked. When the switch is turned back and forth and started again, the engine starts right up. She has had the battery, battery cables, starter, and ignition switch replaced all within 8 months of each other. I checked the battery and it is at good voltage. Could this be a problem with the ignition switch once again? What is the problem? Any thoughts, thanks.

sounds like bad key cylinder. clutch, park, or neutral safety switch might be something to look at. vats or anti theft system.
