Never mind, I just caught the signature. Since the TPIs mostly had automatics in '86, I can guess it's a TH700-R4.
Since it's a TPI, the ECM is more involved in engine control than the carbed L69.
Disconnect the battery for about ten minutes. While the battery is disconnected, turn on the headlight switch (I know they won't work, but the load will completely drain any residual power from the ECM components faster.) While the battery is disconnected, you might as well clean the cables. When that's done, check the fuel pump fuse near the battery. It supplies not only the fuel pump, but ECM as well.
Replace the fuse if it has failed. Reconnect the battery and allow it to charge from either the jumper cables or a charger. Jumping to start it shouldn't be a problem. Before attempting to start the engine, watch the SES lamp while you turn the ignition switch to the RUN position (not START). The SES should light, go off briefly, then light again and stay lit until the engine is running.
Report back as to whether the SES flashes or turns on at all.
