will not run

hello i just swapped a 1227730 ecu to a 1227727 and now the engine will not run i have a stock aujp chip and a modified chip bolth have vats removed and the motor ran before the swap.i get spark at all the plugs and i am getting fuel to inj. i have checked the wireing many times and i even tried a different 7727 ?the #2 cylinder fires up about every other time, none of the others do anything. ive also moved the timing forward and back with little change.i also got a new ignition control module,no change.the ecu is not giving any trouble codes and i hooked up aldl monitor and nothing looks wrong?any ideas would be great...thanks.

water proof? your talkin under the hood here? im thinking of something else if your talking under the hood..... i dont see why there would be something like that under the hood if it wast water proof. you got me dude
