what mods do not affect emmisions levels?

catbacks
headers
FIPK's
1.5 roller rockers
shiftkits(just asking
)

Axle/Gears: 12-Bolt 3.73
Anything you change before the catalytic converter can potentially affect the emissions output. So from your list, only the cat-back exhaust and shift kit wont affect the emissions level.
