The TPI isn't up to it.
But, it can be made so. Shorter larger runners, ported plenum & base, adjustable fuel pressure reg. Custom PROM burning very helpful.
Whether you should stay TPI or go carbed depends mostly on your intended use and expected results. I have a bud who did the TPI/ZZ3 thing several years ago, started as a 90 RS, but he really went over the top: ZZ9 cam, CNC ported heads, zero decked block, Big Mouth Vette base (for EGR purposes) & runners, extrude honed the plenum, runners, base & heads together, etc. A lot of bucks, but he wanted an emissions-legal runner. He got it - fast pass during emissions testing, and 13-flat in the 1/4 NA. Would probably be faster, but so far he's just running hand ported factory manifolds, still working on the headers.
