No o-ring gruve on valve, should i still use them??

No o-ring gruve on valve, should i still use them??
I am assembling a set of heads and the stainless steal valves i got do not have the groves for the o-rings should I still put them on the valve or not?

Would it be okay just to use 16 of these seals for intake and exhaust without the o ring? Would that solve the problem?

I heave heard that it is not safe to use positive seals on the exhaust because it doesn't allow enough oil to get into the guide. Is it safe to use these seals on exhaust valves?
