Car: 1991 GTA
Engine: SuperRam 350
Transmission: 700R4
Axle/Gears: 3.73
START UP AND CHECK OUT
1.Check TPS voltage.
1985-89 Idle voltage should be .54 volts
1990-91 Idle voltage should be .70 volts
2.Check initial timing and reset to 6 degrees (with ignition bypass disconnected) for best performance.
Please note: Retard timing if you have any problems with detonation.
3.Your Idle Air Control motor (IAC) may need to be adjusted to allow the computer to provide proper idle. See GM service manual for instructions.

.70 sounds right. Because when I checked it, it was at .67 and I got it down to .60 and the car doesn't run as good.
Also, as far as the timing: should it be 6* BTDC or ATDC ?

Either '90 or '91-later TPIs have a non-adjustable TPS. They should be at less than 1.0 but more than 0.60VDC in the closed throttle position for the ECM to correctly "learn" the closed throttle position during system power-up.
Also, there is no adjustment for the IAC. The ECM does all the positioning of the stepper motor pintle depending upon inputs. What you need to adjust is the minimum air position of the throttle plates at hot idle so the IAC and ECM can correctly control idle RPM.
