High TPS voltage = what?

High TPS voltage = what?
Ok, I did a search and didnt come up with anything.
Problem: Got my new carb from i-Five out in Cali, carb looks awesome, like new, all new parts and seals, gaskets, and brass bushings, and linkage replated and body recolored. Everything is great, props to them. BUT, I asked that they leave the plugs out in case I wanted to adjust something, you never know. They left them all out but one, the TPS plug. Just out of curiosity today, I tested the TPS and it tested at 1.33V throttle fully closed. Should be at ~ 0.48V right? I think so. I wont be able to get the plug out for a while (no cordless drill and am not removing the carb just for that), so I'm asking does anyone know what this would do to performance?

Well, I fixed it today. I just pulled the carb, drilled with a 7/64" bit and used a screw, and reinstalled. Set the voltage to 0.49V.
Before: Cruise seemed a little rough, just the slightest roughness in the engine (shaking).
After: Car runs flawlessly. I think it was throwing in too much timing at cruise speeds. Now I just gotta get the secondaries dialed in. AV tension is at 1/4 turn, has a new pulloff. Using B hanger and DA rods right now. Getting a slight hesitation, not bog tho. Should I step up to 'lower' rods?
