Failed emmisions.......

Guys i failed emmsisions a week ago. I have a 1991 z-28 350 with 73,000 miles on it and the engine runs great. When the car hasen't been running for a few hours then i start it up theres puff of blue smoke that comes out of the exhaust. I failed the first part of the emmsion test, "NOX" part. I passes the second part. I just barely failed the NOX part but failed it by enough so the guy didnt let me slide through and pass me. I haven't gotten a tune up for about a year and a half which i think may be contributing to me failing emmisions. Can you guys help me?
