The tv (or detent, or kickdown) cable is connected to the throttle by the carb or intake. It pulls on a clip inside the transmission for it to downshift when you get on the gas hard. I dont know much about how it works exactly, but thats the general idea.

There's a right way and a wrong way to adjust the TV cable. To do it correctly you need two people. Press in the square button on the throttle cable and hold it in while a friend pushes the accelerator pedal all the way to the floor. The cable will click into place.
The wrong way to do it is to just push in the button and pull the cable tighter (toward the firewall) This will make the car shift at a higher rpm, no matter what throttle you're at. It also may shift at higher rpm at full throttle, and in the redline if you're not careful. I've heard that adjusting the TV cable this way can be bad for the tranny, although I'm not sure if it's true. This is probably why you heard that you're not supposed to do it.

I might add, you should open the throttle to WOT, from the linkage at the TB, not the pedal...carpet and floor mats may inetrfere with full WOT, if this happens, then line pressures will not be correct for the shift points.
