First do some leak down and compression tests on the motor to find out if its any good. If it is just replace the heads and cam like you said. You might also want to replace the intake, and will have to if you go vortec.

ok!!!!! I'M SORRRRYYYY ,DOES THIS HELP. I'M NOT GOOD AT SPELLING OR ANYTHING U LIKE MAKING FUN OF MY LEARNING DISABILATEY HUH DO YOU. jk i know i need to work on it
Speaking of disabilities, yes, the cam in that 350 is probably fairly mild. Coupled with the fact that it's a flat tappet design, likely used dished pistons, and was likely mated with swirl heads, it would be good to replace all the parts above the crank.

For $400 you can put together an excellent flowing set of 305 heads that will work very well, even if you have dished pistons.
