can't start car

Hi, I finished installing my rebuilt engine 5.0 TPI I went to start and started up quick but rough due to spark plug wires crossed. anyway, readjusted wires and double check crank position to 0 degrees @ #1 spark plug and distributor position and I beleive its O.K. I hope. tried to restart car again and this time it doesn't want to start sounds like if wires were crossed again but but I double checked and looked fine now how about the distributor position could I have that off where about is it suppose to be. I think I have set to the #1 spark plug wire on distributor cap. also, I've changed out the e-prom chip before startup could this be the problem or do you think the plugs got fouled due to flooding of gas.
