How to check Emissions myself???

I'm about to go take a look at an '86 TA this weekend. My main problem is that I'm going on Sunday and mechanic shops are closed in CT on sunday (correct me if I'm wrong), and the car is unregistered. I suspect that the reason for this is that the car failed emissions, but I am not sure.

My question is how can I check emissions by myself, what kind of tools do I need?

Also if the car failed emissions, is it worth to take the car? Can I cheaply mod it to pass emissions? (about how much $$$?)

There's 2 ways to pass emissions.

1. Hard Way ... advance the timing quite a bit ... drive the car for about 30 mins with some high octane gas ... should pass unless something is horribly wrong.

2. Easy Way ... Take $100 with you and tell the guy you want to buy a sticker. (Some will do it for a 12 pack of beer too)

Emission equipment is pretty expensive and it'd be more cost affective to take the car to a local shop with the equipment.
