Q? about coolant recovery system

Yesterday I replaced my radiator (again) and the coolant recovery system doesn't seem to work. In other words, it doesn't bleed off into the tank or withdraw from the tank. The radiator is a Modine, and I put a new cap on with it - a 16 lb. cap. Does anyone know if it should be less? I looked at the paper that came with the rad, but it doesn't specify what size pressure cap to use. The guy at the counter looked it up and gave me that one, but I'm thinking it may be too much. Help me out here, if you can... Thanks...

16lbs is fine.

How do you know for sure its not using the tank? And are you having a cooling problem or something with the car?

What happened was that I filled the rad up almost all the way, and put some in the recovery tank. I drove the car for awhile and when I stopped, the recovery tank didn't have anymore in it, but then later on when I left to come home, it didn't suck any back in to the rad, either. The recovery tank level stayed the same the whole time. Maybe it's working as advertised, it just doesn't seem to be. I'll keep my eye on it for a few more days...
