my stock L98 is acting weird... help

ok, this might be a dumb question, but i'm kinda confused. everything i've read so far says that the L98 will make alot more power down in the lower rpm's, but mine(stock to my knowladge) makes alot more up around 4-5k. i noticed it before, but i haven't really had the time to look into it. another thing is that my transition shifts me on 2-3 and 3-4 at like 4k rmps, so i never really noticed it before. but today, i was playing, keeping the car in second and things, and it pulled much harder going from 3500-5000 then it did anywhere below that. same thing in third.

am i just THAT out of tune or something? i didn't think my engine was that out of tune, it only has 85k miles on it, and i know it has been maintained and things. plus, its not like its a dog off the line, it still pulls and things, it just pulls more at the top.

the stock cam has a powerband from idle - ~4k.

Also, you should have TPI, right? If that's the case it will seem like you have a lot more power until ~4k when the TPI just puffs and wheezes... TPI isnt much good after 4k and falls on it's face, making it seem like before that was much more powerful
