Foaming in the coolant?

Foaming in the coolant?
This isnt on a thirdgen, but it is a general engine question so maybe you guys can help out.
My mother's 91 Plymouth Acclaim with the 3.0 V6 has like a bubbling foam forming in the anti freeze. My father thinks there's a head gasket leak, and exhaust gases are getting in the coolant. The oil isn't milky and there doesnt appear to be oil in the coolant.

How much fluid is in it? I know that sometimes if the fluid is low, it can foam up when hot. Also, when was the last time it was changed? It's possible that you may not have a very good mixture and it just needs to be replaced. Those are just some thing off of the top of my head.

My father and I checked the coolant last night. It was low, but not drastic. Maybe an inch or 2 below the neck. Honestly, I don't remember when it was last changed. Probably wouldn't be a bad idea. Although at the end of the summer we're gonna fix everything on the car for good...get rid of it!

If it has no other symptoms of a blown head gasket, i would assume it is old funky coolant and do a full flush/refill. If it comes back, then you have some kind of a problem. If not, it'll be that much easier to sell the car.

Here's a thought...
When you filled the radiator, did you get the water out of a new garden hose? They seem to have some type of detergent or SOMEthing, but it foams up for a while after you get the hose.
