All US-delivered 3rd gens had ECMs.
Many Canadian-delivered 3rd gens did not.
California emissions models received ECMs before Federal emissions models did. By 1981, it was pretty much all passenger vehicles. Trucks took a few more years. Carbs disappeared by the 1988 model year, so all have computer controls after that.
