Fuel pressure problem

After installing the super ram on a tpi 350, I'm having problems with the car running. I have an AFPR and I'm getting 40 psi while cranking the engine and when I stop the pressure gradually goes down, eventually to zero. I'm thinking that the engine could be flooded, because when the gauge was first hooked up It was showing 65-70 psi, while cranking. What is the psi supposed to show while cranking the engine? And should it drop after turning the ignition off? Another problem I have is that the little vacuum nipple on the regulator broke off and I don't know if this would effect the car running or not?

Nevermind, guys. I think I temporarily flooded the engine, but now it's starting again.
