Title Problem solved
Gentlemen,
I was seriously considering exchanging VIN tags rather than scrap it, for it's a very fine piece of automobile but more importantly it's also a better part of history.
So I went to the DMV and explained the entire episode and they asked me a couple of questions and finally asked me to sign a waiver that I am not in communication with the 2nd owner & voila I got the registration & should be getting the title in mail.
